Windows Server CALs: What are they and do I need them?
A Client Access License (CAL) ensures that you have access to, for example, Windows Server. However, there are different types of CALs so it is useful to know what the difference is and whether you really need them. For example, there are Device CALs and User CALs.
What is the difference between Devices and Users?
- Device – A device, for example your PC or mobile phone
- Users – A user, for example an employee
What are User CALs?
A User CAL is an access license for a user. A Windows Server User CAL therefore provides access for a user to the server. There are also User CALs for other products, such as Exchange Server. If you only purchase a Windows Server without CALs, the employees will not have access to the Server. A User CAL has the advantage that a user has access to the server on multiple devices (for example PC and mobile phone). For example, you could opt for a User CAL if employees regularly work on different devices.
What are Device CALs?
A Device CAL is an access license for a device. A Windows Server Device CAL thus provides access for a device to the server. There are also Device CALs for other products, such as Exchange Server Device CALs. When purchasing only a Windows Server license, without CALs, the devices cannot access the Server. A Device CAL has the advantage that multiple users on the same device can access the server. For example, Device CALs are often chosen by companies that work in shifts, so that employees alternate the same device and can therefore use one Device CAL.
What is an RDS CAL? (Remote Desktop Services)?
In addition to the Device CALs and the User CALS, there are also RDS CALs. These licenses are specifically intended for people or employees who need remote access to the server. These CALs are often used for employees who regularly work from home.

Do I need Windows Server 2019 CALs?
The answer is simple, yes. If you only purchase Windows Server 2019, you do not yet have access to the server. You must order the number of CALs you need. You can choose from Windows Server 2019 User CALs, Windows Server 2019 Device CALs and RDS CALs.
